Paving Alternatives Analysis for Rural Roads for Border Region Counties

Fugitive dust from unpaved county roads along the U.S. - Mexico Border is a significant health issue, and a growing concern throughout the border region. Although asphalt paving is a very effective means of providing dust control, paving rural roads is typically cost prohibitive. In 2014, BECC sponsored a study to examine alternatives to dust control, such as: administrative measures, chemical treatments, and material applications.
