Municipalities in Coahuila to benefit from waste collection and disposal equipment for two regional landfills

NADB is providing US $1 million grant for purchase of equipment that will benefit 10 municipalities

The North American Development Bank (NADB) signed a US$500,000 grant agreement with each of the waste management organizations operating in the Central and Cinco Manantiales Regions of Coahuila, to finance the purchase of equipment to operate their respective regional sanitary landfills, which together will benefit more than 423,000 residents in 10 municipalities in northern Coahuila.

The two landfill equipment projects, supported by the Government of the State of Coahuila thorugh the Secretariat of Ecology and Environment (SEMA), were certified by the Border Environment Cooperation Commission (BECC) in June 2016. NADB is providing grants through its Community Assistance Program (CAP). 

During a ceremony presided over by SEMA Secretary Eglantina Canales and Laureano Álvarez, representing NADB and BECC, along with mayors of the beneficiary communities, the grant agreements between NADB and the waste management organizations were officially delivered. This paves the way for the procurement of equipment and trucks to ensure the efficient operation of the sanitary landfills located in Allende in the central part of Coahuila as well as waste collection equipment for five municipalities in the Cinco Manantiales region near the border.

Waste management partnerships are non-profit organizations formed by the municipalities and private companies. These public-private partnerships are responsible for managing, operating and maintaining the sanitary landfills. Each municipality is responsible for garbage collection in their respective communities and contributes a monthly fee that covers 50% of landfill operating costs, while the remaining costs are covered by the private partner.

In the case of the Central Region, the waste management partnership is comprised of the municipalities of Castaños, Frontera, Monclova, Nadadores and San Buenaventura and the steel mill, Altos Hornos de México, S.A.B. de CV. (AHMSA). In the Cinco Manantiales region, the organization consists of the municipalities of Allende, Morelos, Nava, Villa Unión and Zaragoza, and the AHMSA subsidiary, MICARE.

Secretary Canales Gutierrez reiterated that NADB and BECC provided grants to the Cinco Manantiales and Central regions to implement environmental sanitation actions associated to waste collection and final disposal.

Along these lines, she mentioned that “a total of five garbage collection trucks will be purchased –one for each of the municipalities of the Cinco Manantiales region– in addition to other equipment that will be acquired to ensure the proper operation of the regional landfill located in Allende. Replacement equipment will also be purchased for the Central Region landfill, considering its large demand.”

During the ceremony, BECC’s Quality Assurance Manager Fernando Ortiz presented a status report on the Energy Efficiency Learning Network (RED) targeted to utilities in the State of Coahuila. This program, funded by BECC technical assistance grants, seeks to provide assistance for utilities to identify energy efficiency actions that will help them reduce their power use and consequently, obtain cost savings that support institutional capacity building and service improvements. The RED program includes energy efficiency training for utility staff and support by expert consultants for the implementation of energy efficiency actions identified.

Attendees at the event included the mayor of the municipality of Nava, Ana Gabriela Fernandez, the SEMARNAT Delegate in Coahuila, Raul Tamez; the president of the waste management partnership (Asociación Pro-Limpieza) for the Central Region of Coahuila, Gerardo Garcia Castelan; and the president of the Cinco Manantiales waste management partnership, Abel Ayala Flores.
