The Use of Wind Energy Promoted throughout the World as an Option

The great strides in the use of this renewable energy source during the last several years were the focus of the Wind Energy Forum conducted August 11 and 12, in Ciudad Juárez.

Marco Antonio Borja presents the history of the eolic energy in the world and in MexicoCurrently 200,000 mgw are generated throughout the world, with Europe being the leader over other continents, by 40 percent, followed by Asia, with 30 percent and the Americas with 25 percent. In terms of countries, China is the largest producer, followed closely by the United States, with Germany, Spain and India close behind. In the Americas, Brazil is the leading producer of wind energy while Mexico has an installed capacity of 1000 mgw and will reach 1,500 in 2012, this, according to Marco Antonio Borja, from the Institute for Electrical Research  (INE).

According to INE research, this demonstrates the great potential in using this source, with an increase in activity experienced in 2010, with construction of installed capacity of 36,000 mgw, mainly in China.

According to Marco Antonio Borja, this surge is based on, “a huge business based on the development of technology, appropriate environmental policies and mitigation programs aimed at climate change”. 

Lino Enrique Cardenas from CFE gives the welcoming remarksAs part of his opening remarks, Lino Enrique Cardenas, Regional Generation Manager of the Federal Electrical Commission (CFE), noted that his agency is committed to clean energy within the framework of national and climate change programs, aimed at promoting renewable energy sources and which should represent twenty five percent of electricity generated in the coming years.

In turn, Benjamin Torres Barron, attorney with the firm of Baker & McKenzie indicated that Mexico has regulatory framework that is “adaptive and functional” for the development of renewable energy projects; though he warned that, “more clearly defined laws with stimuli, and appropriate laws and regulations as well as a greater knowledge of the environment, are necessary”.  In his opinion, “we should take advantage of the experiences of other countries and of our own, to avoid system saturation”.

BECC Deputy General Manager in his participation at the Border Legislative ConferenceMaria Elena Giner, General Manager of the BECC, stated that in the development of renewable energy projects, the following lessons were learned:

  • Developed technology exists, however the most frequently encountered obstacles lie in financing
  • Developers should rely on basic and technical feasibility studies, business plans, clearly defined land holdings, capacity to comply with CFE connectivity requirements and local and federal regulatory aspects
  • Analyze the developer’s debt capacity
  • Ensure availability of appropriate guarantees
  • Consider the lack of limited availability of incentive programs and subsidies
  • Consider the confidentiality of certain project elements.

During the forum’s closing session, the Secretary of Communications and Public Works from the Chihuahua State Government, Javier Alfonso Garfias, highlighted that the topics covered during the meeting “are part of the State Development Plan”, which has important goals such as promoting clean and renewable energy to reduce environmental contamination, promote renewable energy to reduce costs and position Chihuahua as a leader in renewable and green energy alternatives.  He concluded by expressing his appreciation to the organizations involved in the Forum, such as the BECC and the Colegio de la Frontera Norte
