The proposed project will provide basic water, wastewater, water reuse, stormwater collection, and street paving through private investment for the immediate and long term service needs for two new urban development areas. The project is intended to offer a comprehensive urban development opportunity which will expand and diversify the housing supply to meet the needs of the urban population growth in Tijuana.
