Project Development Assistance Program

The Project Development Assistance Program (PDAP), for project development and design, and the Border Environment Infrastructure Fund (BEIF), for construction, are programs funded by the U.S. Congress through EPA and are administered by BECC and NADB, respectively.

The PDAP grant funds, supported by EPA’s US-Mexico Border Program are available for public water and wastewater infrastructure projects identified through a program-specific prioritization process.

BECC, in close coordination with EPA and NADB, conducts a public and transparent process to handle the application, evaluation and ranking of projects applying for technical assistance through PDAP and construction funding through the Border Environment Infrastructure Fund (BEIF) administered by NADB. The objective of this process is to prioritize projects based on the severity of the human health and/or environmental conditions to be addressed by the new or improved water and wastewater infrastructure proposed by the project.
