BECC and NADB partner with ANEAS to host Best Management Practices Workshop for Water Utilities

The Border Environment Cooperation Commission (BECC), the North American Development Bank (NADB) and Mexico´s National Association of Water and Wastewater Utilities (ANEAS) hosted a Workshop on Lessons Learned and Good Management Practices for Water and Wastewater Utilities, targeted to newly appointed officials of Chihuahua and Tamaulipas municipal water utilities. The workshop, held at the Tijuana Convention Center on November 10, was a parallel event to the ANEAS Annual Convention.

BECC General Manager Maria Elena Giner provided welcoming remarks to the attendees and noted that while the BECC and NADB have achieved great results along the border, a great challenge still exists –increasing efficiencies in existing water systems. This was the reason for organizing this event, so that the new administrations of the Comisión Estatal de Agua de Tamaulipas (CEAS) and the Junta Central de Agua y Saneamiento de Chihuahua (JCAS) can improve their indicators related to the sustainable operation of a utility. 

BECC Program Manager Jessica Hernandez pointed out that “this meeting seeks to have the country's leading water and wastewater utilities present their success stories and have a forum to share information that contributes to improve the efficiencies of water and wastewater systems along the U.S.-México border.”

This was the background for organizing the workshop, which was attended by Sistema de Agua y Drenaje de Monterrey (SADM), Proactiva Medio Ambiente (concessionaire) CAASA de Aguascalientes, Sistema de Agua Potable y Alcantarillado de León (SAPAL), Sistema de los Servicios de Agua Potable, Drenaje y Alcantarillado de Puerto Vallarta (SEAPAL), and Comisión Estatal de Servicios Públicos de Tijuana (CESPT). They shared their experiences using best management practices to improve the most relevant performance indicators such as physical and commercial efficiencies, service provision and structures, macro and micro-metering actions such as system looping, and user fee management efforts, among other topics.

Ismael Rodríguez, the new president of the state water utility (Junta Central de Agua y Saneamiento (JCAS) de Chihuahua), said: "The workshop represents a great opportunity to meet and learn from the best who have been summoned here by the BECC, NADB, and ANEAS." He added that "we can take note of what they have done over time, their strategies and challenges, and become familiar with their paths to success and see if we can replicate them,” he added.

Ana Maria Villegas, on behalf of the director general of the Comisión Estatal de Tamaulipas, Luis Pinto, said “this workshop is significant because it allows us to share information and get input about new experiences that will help us address challenges to maintain all our water and wastewater systems operating at an optimal level.”
