Prioritization Process for the U.S.-Mexico Border Water Infrastructure Program

The prioritization process will consider drinking water and wastewater projects that require funding from the EPA Border Water Infrastructure Program to address public health and environmental conditions along the U.S.-Mexico border.

The prioritization process will consider eligible drinking water and wastewater projects that will use EPA funding to address public health and environmental conditions along the U.S.-Mexico border. Recognizing the disparity between the water infrastructure needs and the limited grant funds potentially available, the objective of this process is to prioritize projects by the severity of the human health and/or environmental needs to be addressed by the proposed project.  To be considered eligible for the BEIF/PDAP prioritization process, projects, both in the U.S. and in Mexico, must propose to address existing conditions that if improved will have a positive impact to the health and environment in the U.S. 

The EPA and BECC, with other agency stakeholders, are committed to assisting project sponsors with the preparation and submittal of project applications for the prioritization process. A summary of the PDAP-BEIF Prioritization Methodology for Drinking Water and Wastewater Infrastructure Projects as well as the new Project Application are available on the BECC and NADB websites, www.becc.org or www.nadb.org.   

Project sponsors are encouraged to contact BECC to discuss any questions about the application or prioritization methodology as well as to identify information that may be useful to strengthen the project proposal. The new application and prioritization process will be initiated on May 1, 2017 with an application deadline of August 1, 2017 for the initial project selection process. The application cycle will remain open after this date; however, only those applications received by August 1, 2017 will be included in the initial evaluation, ranking and selection process; thereafter, new applications will be evaluated on a regular basis and the ranked project list will be updated and published on BECC and NADB websites. 

Project selection will depend on the availability of funding. The first project selection cycle is anticipated to be announced by year-end 2017.
